The more I read about the failures of LA/CA leadership on this, the more I feel like they’re at an advantage: they sound so cartoonishly stupid that the causal observer assumes you’re exaggerating when you try to explain what’s going on.
What LA calls a "plan" is more like a set of goals. A plan would include a detailed schedule and a budget and a system for tracking its execution. Clearly the execution phase was a "no show". I doubt empty reservoirs and missing hydrants were part of a plan.
I will be devils advocate a bit for LADWP having spent my career at a California Municipal. It is so fricking hard to do anything in California, and I lived in a red county. Here in the East we fly helicopters with long bars of spinning saw blades to trim right of ways. Anything in the way gets cut. Can you imagine trying to do that in California, my god the lawsuits. You get a lawsuit if your line truck leaks two drops of oil. So while your tossing them under the bus, remember replacing a wood pole may mean you get a lawsuit for destroying a woodpecker habitat.

Poor policies pushed upon an ignorant and apathetic people eventually had consequences many informed people feared. This was largely preventable and avoidable with proven environmental practices. So much for saving a plant or a community….
