Dear Terry: I remember you from our giving testimony with Ed Curry regarding the harms of the controversial H-1b Visa program in the U.S. House of Representatives in 1998. The NRC, the DCISC, and the IPRP have all affirmed the safety of Diablo Canyon. I was unable to locate the article you referenced at the ASME.org website. Please provide additional details. Thank you.
Here's the NRC's recent pair of responses to the SLOMFP 2.206 Petition claims regarding DCPP being raised by UCLA emeritus professor of geology, Peter Bird, Ph.D. May 15, 2024 https://www.nrc.gov/docs/ML2413/ML24136A162.pdf and December 5, 2024 https://www.nrc.gov/docs/ML2431/ML24317A038.pdf. The key summary sentence from the latter is, "The PRB has considered information in your new supplement and determined that there is no imminent safety concern that warrants immediate shutdown of Diablo Canyon."
I've requested from you a summary suitable for non-expert statisticians of your 1995 paper's novel hypothesis. In my response to you, I raised concerns regarding a possible math or logic error. I also consider the large body of knowledge demonstrating the positive safety record associated with non-destrucitve evaluations (NDEs.)
With due respect, I was also unable to load the referenced article. I would ask, however, does that article reference "safety" as the absolute assurance of perfect protection? Bicycles aren't always safe, either. My experience in California was admittedly sometime ago, but it always seemed to me that regulators set the bar so high it was impossible to meet.

Amazing isn’t it? Apparently “tha technology” allows us to discern nuclear generated electrons from solar generated electrons from wind generated electrons from hydro generated electrons , from fairy fart generated electrons. I feel as comfortable with this “science” as I do expecting anything different than the popular dogma from “peer reviewed literature”. At your request I'll brrief you on a workaround

Do you realize the plant is designed for a complete loss of cooling and keeping the core covered with water after a Design Basis Accident and Earthquake of .75g?
Do you know that containment is designed for a pressure of 65 psia and most likely would be leak tight at 100 psia?
There is absolutely so possibility of a large scale radiation release, period.

Radiation effects are not in line with ALARA and the LNT model.
No water is what I witnessed in the High Sierra in October.
The lack of water for hydro needs to be addressed. It's a devious manmade climate distruption perhaps well laid at the feet of the powers in Beijing for failure to address the environmental concerns globally and little to nothing to do with fossil fuels or cow farts.

This is in serious need of a critical update. The Chinese government since 2014 has known about the discovery that the dust from the Taklamakhan is a critical component to western USA rainfall events.
The continuation of desert reclamation in this area by China is a threat to the national security of the USA in terms of sustainability of human settlements hydropower, irrigation and biodiversity..It further is in general violation of a number of the Stockholm Declaration Principles.
